Since the order of the black worm is in the lore i will leave here the link for them. But wait forcefield...2nd era? how the hell are they in Skyrim after all this time? Good question! I think you should read The Exodus as a starter. Thanks to the exodus The order of the Black Worm (even after it's defeat in Cyrodill) remained as a strong order in Olenveld. And we all know what Olenveld had in plenty supply for those necromancers don't we? Bodies. Lot's of bodies. After the Defeat of another order that was present in Olenveld (see Order of Masser Devblog) the necromancers remained strong and took posession of all that the island had to offer. Even the artifacts the Order of Masser had in their power. (The Magicka orbs, with the exception of the corruption orb, that was entirely obtained by the necromancers)
